Patan, or Latipur as it was called, nowadays is a quarter of Kathmandu, just separed of the city thanks to the river.
To get there you should take a bus from Ratna Park (20NPR, 30'). From there, you have to run somewhere in the suburbs, because the quarter is very crowded (by people and traffic).
